This is such a true to life scenario. In reality, cops don't even respect each other. If there is a separation of divisions or departments or units, they instinctively begin to feud.

Responding to a crime scene to investigate it does not constitute the sort of emergency that allows the breaking of traffic laws. Police and others are not above the law and cannot act in defiance of it just because they are part of the Law Enforcement fraternity.

A) the Justice League would totally hand out a "ticket" if one of their own was recklessly abusing their power, and B) Superman would take accountability for his actions.
Either way i hope the "arrogant cop" mentioned in the title is the one who's speeding, because the one who refused to let him off on "professional courtesy" just did his job perfectly.
