For people asking the meaning behind this:
basically at this point in time they just found out that Eren was a titan shifter, and Erwin mentioned that others have begun to suspect that there might be more with intelligence like him (referring to the Armored titan and Colossal Titan). So Erwin started to realize that the ones responsible for all of this were actually human. He then tries to lure out the remaining titan shifters by announcing that there's going to be an expedition beyond the wall, this was in hopes of capturing the rest of the shifters, he then gave everyone different information as to where Eren actually was. In this scene, 2 titans that were captured were killed, this was Annie and Bertholdt, they didn't want the humans inside the wall to get any additional information.
So Erwin asks Eren who the enemy was in order to test him, he also asked this to the other scouts in the Levi squad but they all failed to answer, so they didn't know the details of Erwin's forest plan
