Honestly we all know once he found out whats in the basement he'd quit as that was his main goal and drive. Erwin wanted Armen to live because Armin could go past what he limited himself too. I think it was the best choice as you also needed someone who has the most humanity to understand the power of having the most dangerous weapon.
