1. All things which can be known to be "true" are things we can observe.

2. Things which cannot be observed cannot be known to be "true".

3. A piece of logic must be founded in knowable, observable data (lest it be founded in unknowable, unobservable data) in order for it to represent a valid, confirmable, or verifiable claim.

C: A given theory must necessarily be founded in a set of Empirical premises in order for it to be confirmably valid.

[ ] Charitably: a Metaphysical theory must either find its roots in knowable, observable, Empirical premises, or...

Nice short video! Tractatus is very hard to understand. There is another reason why Wittgenstein uses that phrase "whereof one cannot speak...". Logic itself is not 'in' the world. The Tractatus uses logic to explain why certain words are senseless or nonsense. This is a tension in the Tractatus. He used logics to provide a negative thesis, an argumentation against other reasonings. We can't explain logics, or talk much about it, the same way we can't say much about the self, about the first-person perspective that perceives the world: because both are on the limit, and not 'in' the world. To avoid that tension, Wittgenstein admits that his argumentation has to cease, "whereof one cannot speak, one must be silent". It's the ladder metaphor. Once used, you don't need to be concerned with the ladder anymore.
You could do a sequence to this video, briefly explaining how Wittgenstein changed his mind later in life. About how he focused on grammar, and rules of grammar aren't empirical statements.

Simple interpretation: Do not speak about subjects you know nothing about, Do not try to B.S. your way through things (do not lie)

I think Wittgenstein didn't believe in it in later part of his life.
