I had something similar happen. I called 911 and told them this person was either drunk or something mental was happening. The second time they passed me I stopped to let them get way ahead of me and 15 minutes later I see them coming back towards me. I called 911 again and told them this person wouldn’t stay away. They told me to keep driving as safely as I could 50 miles later I finally got to a small town and stopped at a gas station. I called 911 again and they told me to wait at the gas station an hour later when no one still hadn’t shown up, I left. I hate to say it but if you are dependent on the police to keep you safe you’re screwed.
