Those islands are at a fixed distance away from the player
Let's say that they are 100 miles out if you travel 50 miles out those islands will still be 100 miles out
They move away from the player as the player is moving making it look like they are fixed in place however they are moving further back as you swim towards them

One question that is unrelated to this,
When you visit the Able sisters, do u talk to Sable everyday? If u don't defenitely start doing it because even though she seems busy, if u talk to her enough, you can really benefit from it in around a month
