The point was, he removed the SAC of the detail from their usual position of security just so he could stand there to be part of the ceremony. He was inserting himself to participate in the ceremony, and removed an actual security agent to do so. That was the point. Once again, his judgment led to jeopardized security with not only Trump there, but Biden, Harris, Schumer...and he couldn't help himself from getting in the cameras focus. That was the point! He could have easily remembered his fallen colleague by standing further away where he put the SAC of the detail.
