If it adds 10 minutes of work, that's probably because you wouldn't otherwise use an average, per capita, or other reasonable way of looking at the numbers to start with.
Going "11 out of 27 countries did so-and-so in year such-and-such" is a completely unintuitive and amateurish way of presenting the data, and it doesn't take longer to divide something by 27 vs. diving something by 28.
