The Foreigner (protected area) Act requires foreigner to obtain a Protect Area Permit (PAP) to visit certain area in India. This requirement is in addition to getting an Indian visa. 7:55 that open place is known as tudhikhel and has historical importance. During rule of king amshuverma in 7th century, in north first tibetan emperor songsten gampo was expanding its territory and in south indian king harshabardhan was expandingm. To save nepal's sovereign, amshuverma married her daughter bhrikuti devi with songsten gampo and her sister bhogadevi with indian king. When songsten gampo came to nepal with its large troop to take bhrikuti devi, the troops were kept in that Tudhikhel and feast was served there. Bhrikuti devi is higly respected in tibet and worshipped as green tara.
