If each mound had a concrete block buried deep and each block had a cone underneath it, then maybe the cones have some kind of power, especially if they were all put together. About the earth, gravel, concrete block, iron cone site:

Well, nuclear warheads in ICBMs are usually cones. If one wanted to prevent a civilization from using such nuclear weapons in the distant past, encasing them in concrete, and mounding gravel and earth over them would prevent radiation from being a danger as the warheads deteriorated.

Another possibility: A grounding grid, or possibly a reflecting or concentrating grid to catch energy from above or below. Perhaps a beacon device so spacefarers could find Earth.

I can think of several other possibilities. Of course, they are all simply my opinions.

You say the concrete is “as good as any we can make today…” BUT today’s concrete lasts 200 years MAXIMUM, not 12, 000.
ALSO any iron would rust into red dirt LONG before 12, 000 years!!!
MAYBE the site was being prepared for some defensive emplacement for WWII ???

Carnac (France) clearly looks like a cemetary to me. Perhaps there was an ancient chapel built where the "modern" one is today - and this would precisely be why it's there.
--If these menhirs were to define farming territory into compartments, it wouldn't make much sense as this would reduce growing space too much (say, for example cultivators owning one strip each), also, plants would invade and get all mixed.
--We don't see broken ruins or objects around the menhirs so I can't see it being an ancient housing estate or "city" foundation. However, I know nothing about it as I haven't researched it. If you have, I'll welcome your facts and thoughts! Bonjour :)

Castile Henge seems more like a planned sight that never seen completion. Maybe it was planned in order to calculate when to sew and reap the grain fields but construction was never complete. It makes more sense than giant stones disappearing...
