Outdoor installations must have a space equal to the width and depth of the equipment and extending from grade to a height of 6 feet above the equipment dedicated to the electrical installation.

Access and Egress:There must be clear access to and from the working space. No equipment or other obstructions should block the working space.

The platform is not grade and is also an obstruction that is blocking the working space. Is there a Ufer? If not, where is the ground rod being installed. They did get the intersystem bonding terminal in though so woohoo 🎉

Nec 110.26 says 3' x 3' working space. Did the utility approve the location? Looks like the platform is less than 36".

He's going to remove that platform as soon as he passes and everything is hooked up.

It looks like an attempt to pass, and possibly, possibly meet the inch of the code, but it sure wouldn’t meet the spirit of it. Unless there is absolutely no way to get the power on any other part of the house, at a reasonable cost. But this looks like a remodel…… there has got to be another way??? A remote meter, and an underground line to the house???? 🤔

even if the platform was good which i dont think it is, this makes the rise to the next step down way out of code

How about the missing handrail? Might be an exception if that platform qualifies as a landing...
