1 - Shigaraki (obvious reasons)
2 - Deku (Can become the strongest in next chapters)
3 - Prime All Might (The only one that killed prime AFO alone)
4 - Prime AFO/Rewind Adult AFO (post his fight against Tokoyami, AFO lost his IQ too since he got Shigaraki's emotions, so only that adult AFO that didn't take anything serious would be here)
5 - Star and Stripe
Extra 1 - Masked AFO/Rewind Teen and Kid AFO (If he wasn't nerfed, he would be here)
Extra 2 - Anime All Might
6 - Gigantomachia (Needed two big attacks by AFO to beat him, something Bakugou would never survive if it was hit on him)
7 - USJ Nomu (It was needed All Might make a big effort to defeat him, and that All Might was stronger than basically All the pro heroes, even Endeavor, so somehow that Nomu is stronger than High End)
