Judging the two as a hero, i consider deku since he fought a lot of villains like stain, mascular, overhaul, gentle, lady nagant and the villains of dark hero arc. Compare that to bakugou who mostly fought his fellow hero.
Bakugou is mostly praise for his character but if you judge him as a hero he sucks.
