This is based on a true story, not this movie particularly but back in the 90s i think there was an apartment complex that was so bad that not even the police would go there. If im not mistaken it had something to do with robbers climbing through walls and breaking into peoples home through the bathroom mirrors. They also murdered people who would try to stop them. It was a pretty brutal story, im not sure wherebouts this place was but they tore it down.
