Some of the equipment isn't that difficult to use unless you're unfamiliar with how they work. Grenades = pull pin, rocket launcher (depending on the make/model) point, shoot, reload. He does have a better mind for tactics than most villans, but that would involve changing his back story to include military service, which it doesn't. (unless you include some specific version) theory at best but flimsy theory. Work from the facts to attempt to make the theory, not the theory to attempt to make facts.
