As far as construction feasibility, I think they need to focus on making this first phase of construction operate as-promised and be the model for the future. Make it as desirable as possible so they can attract people from all over the world to live in this city of the future. Focus on quality over quantity. The quantity they want will come in the future if the quality is there in this first phase.
