No it isn't 'simple'... You need to create your own batch file for Linux/Windows, have write permissions in the directory in some cases, error prone to date and file formats etc.
'Simple' would be an function in UTL_FILE; Like you say, 'the fist thing you do?' ... well in Oracle, 'create your own functionality because it it is not provided'. What about a UTL_FILE equivalent of 'DBMS_CLOUD.LIST_FILES' running on a Oracle directory?
