People talks about how smart the characters are but these characters are actually hideo kojimas creation, and this is why metal gear solid is a masterpiece coz the creator alone is an artist.

Given ocelot's affinity for electricity, I would say he probably learned (even from first hand experience) from colonel Vulgan. As far as brutality seen in the mgs universe is think that goes to skull face. Who himself was an effective interrogator when he wanted to be (him and the old native on the tapes in mgsv) it is arguable though. All we know about Mgsg0 is it was programing. How much of that programming was based on truth?
