The opposition constantly criticising the central government and put a spanner in whatever they do (even good things). But, when some crisis comes they petition to the centre to help them. Why.? When the opposition thinks that the centre is hopeless and inefficient, why they depend upon their help? They can do it themselves or ask other opposition (friendly) government.
