hi when you say target tracking scaling on service context average CPU Utilization = 70%, does the 70% means 70% of total CPU of the cluster?

What if the metric you want to use is within an onprem sql sever db table. Ie number of records in a table used to determine data volume. Would need to be exposed this in an interface so we can scale up or down tasks? Thanks

is it possible to scale to 0 when no job is running on ecs instance?
