I think generally the diffuse can be 1x, normal 0.5x and roughness/baked be 0.25x resolution.
You can also use streamed virtual textures, it increases draw calls but reduced memory use, so its a tradeoff depending on what GPU's you expect your players to have (gpu ram limited or calculation limited).
Great video and i hope you make more, since this is how you actually optimize a game :)

I think the issue is that the textures were exported in 16bit, not sure if all of them but that grunge one definitely
