STM32CubeIDE: Build and Download Program to STM32 Target

Install "STM32 ST-Link Utility" first.
You can download ST-Link utility from STMicroelectronis webpage

The "ST-LINK Utility Command Line" directory:
C:\Program Files (x86)\STMicroelectronics\STM32 ST-LINK Utility\ST-LINK Utility\ST-LINK_CLI.exe

Arguments:
-c SWD -P ${project_loc}\${config_name:${project_name}}\${project_name}.hex -Rst

Save the project, Exit and reopen the IDE if the error occur
