People, the animations that we are seeing here is a vfx project done on natural scenes, as i can see the same people moving in different videos of this effect, its just like a video of building being reused as a template to make these extremely popping out effects. The real boards do look good and have animations that make them look like 3D, but 5D is definitely a thing of fantasy in open world. So, I can actually confirm that china does not have this tech as far as billboards go, the vfx done is excellent though.
