Ah, one of the few ways I hope they could add in Stellaris in the future. If both sides are fighting for a planet and I can't make deals with either of them due to the conflict, I would do that as a warning.

Note how wrong the idea of declaring peace is. You don't just declare peace. Declaring is one sided. You can declare war and capitulation one-sidedly. But peace is supposed to be something all sides have to agree upon to work. It's not supposed to be something you can declare.
Which is exactly what gives the statement power. The power of a vague threat.
