Problem with Federal Reserve is that it isn’t federal and there are no reserves. Fed is technically a private entity owned by America's biggest banks.

The Federal Reserve System is the central bank of the United States. The term "central bank" refers to a system or institution that which is appointed, prescribed or founded by authority, and intended to be permanent, rather than a physical site. Whereas the Federal Reserve System-Central Bank is Public, owned by the Government and the 12 Reserve District Clearinghouse Bank Cities are Private, owned by the commercial depository banks.
