Those 2 mounting bolts are there to allow using bigger chainrings 52 & up. Earlier you could not use bigger chainrings without using some hacks (3rd party extenders). With this 2 bolts, you can use higher one for chainrings up to 50T and the lower bolt for chainrings 52 and up.
