He could have cited "To the Victor goes the spoils of war!" Even justified it by saying the droids will be reprogrammed to rebuild the worlds they devastated and some will be used in the Imperial military against the rebellion.

In Legends, he did keep them all. The Empire absorbed them into their armies.

Palpatines rise to power was promising an end to the droid army. Even in being a dictator, you still gotta hold up what put you in power. People had to believe, at least for the first few years, that he was good and ending war. That’s simply it, it’s explained in revenge of the sith. People seem to forget that the droid army already was his, he already was using droids. Their purpose was simply to fall to his sword, per say, so he could seem like the savior of the galaxy

I think what he should have, could have, and probably would have done was keep them all in storage, then after a few decades begin to gradually introduce them, then many many years later fully bring them back

I would've at least kept the droidekas, Magna guards, & Commando droids

Also, many of his armies are either fought against battle droids or lost their luv ones to the CIS.

But in the end, Palpatine ended up making droids instead, (like ones in newer star wars) while some are Dark Troopers, looked like normal storm troopers, until in Phase 3 DT u realize they are not organic.

As I recall, he also banned combat droids and also made it that droids were generally no longer capable of doing harm to organics.

Enlisting people into the Imperial Navy would also have pacified the sentiments of the populace. They would be paid by the Empire and they and their families would be aligned with the Empire by default

This is actually wrong, let me explain.So the Empire took over the republic and changed clone troopers to the storm troopers however the separatists still remained but most of there leaders were dead so they had no chance against the Empire.This is also seen in the Bad Batch where Crosshairs and Imperial Cody with some other clones go destroy a group of remaining separatists.
