Your thrift stores are a dream come true! 😩 I’m from the states, (and live in a major city), and the prices are ridiculously high for thrift clothing/items. The cape thingy might be for doing your hair. My grandmother had something similar so hair and hairspray wouldn't end up on her clothes.
