I like how Tartarus was actually disturbed for a bit when Truth told him not to save Mercy. Really adds to his character.

Truth allowed Regret to die do that he can pin it on the Elites. Also look at Mercy spamming the buttons on his chair, Truths caused the deaths of the other prophets so that he can have complete authority over the Covenant. He may be evil but the man is smart.
