The headline says "How do I troubleshoot HTTP 403 errors from API Gateway?" - this video gave one answer to an EXTREMELY fringe scenario of getting 403 error. Outside of your bubble, no-one calls API Gateway methods using aws-cli. Did not find answer to my issue here.
