No, dude! You've got it all wrong.

Centermarks have always scaled with the drawing views. That was a problem. What's really new in 2016 is that we can now prevent the centermarks from scaling, so they can behave like a proper center mark should. It's not perfect though. The extension lines of the centermark still scale - but they shouldn't. They should always protrude the document specified distance past the circular feature they are associated with.
