How about take back the sanction as a gesture of goodwill first? The US wants to sanction the chinese official and then begs repeatedly for a chance to communicate (ie lecture) the said official. Why even bother to talk if US is not sincere? Who has time for games?

Why is US not having communication with Russia? After the drone was down by Russian air force the US has stayed away from the Russian territory.
US just needs to stay away from Chinese territory too.
Dialogue could happen when US learns to respect other nations sovereignty and that other nations do have their red lines and security concerns too.
