You absolutely can't gerrymander if you are required to respect a rule that the districts are not permitted to have a perimeter more than six times the square root of its area. If you can't agree on a definition in terms of grounds, fall back on geometry.

The number of representatives should be based on citizens and not how many bodies including immigrants which would include illegals.
