Im retired USCG and served under Fagan, I had the chance to speak to several Admirals about her and she was a subpar officer who was pushed up the chain her entire career and was a DEI hire!!
As a senior enlisted member I was forced by commands to write awards for women who did basic stuff, far below men doing equal work. I can guve you a laundry list .
