Most of these 1.1 billion people don't give a damn about their identification. Their daily concerns is more along the lines putting food in their stomachs and a safe place to sleep. Don't pretend you're helping anyone with this scheme. It's not about helping give people opportunities, it's about helping government keep a leash on people.
