I think listening to Zelena in such strategizing meeting is the best course of action. I mean her resume includes: being the only person who planted a magic removal curse on a man’s lips by impersonating a mermaid, hijacking the second strongest witch’s protection spell over her own kingdom, going back in time and impersonating a married man’s wife to sneak back into Storybrooke and SUCCESSFULLY stealing him to break her sister’s heart, impregnating herself to break her heart even more, and manipulating a pirate to give her a knife so she can chop off her wrist out of a handcuff just to put them back together... Zelena is a master manipulator and amazing at working behind the scenes.

No matter how much I hate Zelena, I LOVE her sarcasm. She's hilarious and makes the show a bit more interesting. Especially when she and Regina fight over who's the sassiest.

Zelenna, oddly enough, fills sort of the same role in the group Neal once did, the voice of 'street smart common sense'.  She grew up working class and has a practical turn of mind.
