What is the point of reducing the amount of people on the plane to facilitate distancing if the air in the plane is recirculated?

Taiwan has a test that can give results in two hours. Make testing mandatory...two weeks before the scheduled flight, then do the 2 hrs blood test at the security screening. Once you past both tests, you can board and you must use a mask. Start with domestic flights to perfect the system of detection and go/no go. As the tests become better, faster, you can adjust the first testing time. Those countries that manage to get reliable testing of passengers, and that countries COVID numbers are under control, they can start international flights. COVID is a disaster, but it's also the kick in the butt the airlines and airports need worldwide to make prescreening standard operating procedure. All purchases of flights should be held in escrow, and only released when you arrive (50%) and the remainder when you get home. This way, if you test positive you get your money back without questions or wrangling. The airlines will have no choice but to keep cash on hand to cover the swings, and in a future pandemic, the escrow system can instantly hand everyone's money back and cancel flights.
