Out of 16000 tests almost 5000 were tested by the state of Kerala

The thing is Kerala and Maharashtra are far ahead in terms of checking and testing the samples. kerala rapidly tests the samples. For eg, in one of the districts with only 1 COvid 19 case like Kollam, they have almost tested 549 samples. 17K+ people are under home quarantine and route maps of positive cases are all in place in Kerala to prevent community spread. The more tests, the more cases. In Kerala almost 12 people are recovered and that too without a single death. Whereas in other states the reports of death of people who are secondary contacts are coming, which means community spreads might have happened. Rapid testing, effective quarantine, and huge resources are a must for a highly populated nation.

Commenting from the USA here. The rest of the world is watching India. I can't help but wonder if India is:
Managing the CoVid19 crisis better,
Just has better herd immunity,
or Practices better oral hygiene than other countries and this is impacting the spread of the disease.

WHO suggests a Death rate is 1-2 percent. Maharashra has 4 deaths, suggesting the actual number is 300 cases.

Sorry to say, INDIA is not testing enough to understand the actual infection statistics as WHO advised.

unless we test and isolate and give green tags for tested to come out as normal after 21 days we will be in problem i think govt will collaborate with China and Korea to manufacture instant testing kits.
