People no matter your race, there are poor Hispanics, poor caucasians and Africans and so on, but if you work hard go to school. No one is questioning why this would be a thing. Cultural behavior, period. White people have a way..black people..Hispanic etc.. in this case poor communities disregards things more often in larger numbers and this particular case is due to African Americans out numbering in poverty. So now the odds say there would be more black poverty areas than any others. Simple 1+1.
