Not really fair since the S3 has a fresh setup and the S21 already has some user-installed apps, but then there's also stuff like One UI updates (TouchWiz Nature UX in the case of the S3) and such.
I also find it interesting that you used variants from service providers that branded the start-up process rather than using unlocked variants, like the S21 coming from Verizon and the S3 coming from TracFone or one of its subsidiaries but with an AT&T branded back cover. I guess those were what you were able to get.
