I just re-tightened my chain. This system is so clever!!

is there a torque setting on the 4mm? Mine seems to keep on slipping. Also - when timing chain is replaced: is there a "home" place for the eccentric shells (to permit later chain adjustment). We like to ride "in phase". Does one just "eyeball" the crank phase? Or is there a super cool secret way?
