both johan and lelouch are top teir characters but johans manipulations feats are just more significant on scale while lelouch is insanely smart and good at manipulation without geass, geass was still a key tool that allowed him to pull off a lot of his large scale manipulations for example using geass to attain military weaponry for the black nights in nagita, using geass to make basically everyone around him obey him after he killed charles, and also (unintentionally but still very effectively) using geass on euphemia to commit atrocities against the japanese and fueling the rebellion. But johan without the power of geass effortlessly manipulated many many people at the age of around 10-12 to make massive amounts of money through money laundering and also manipulating pretty much most of the czechoslavakia government before his the age of 25 and basically used people around him as tools to do his bidding and used these people to kill many many people and also keep his identity unknown to many organizations that were searching for him specifically and much more. Lelouch is a fantastic manipulator but not even he can compare to the raw manipulation talent of the faceless monster
