With 100 Enchantings and Enchanters Elixer, you can put 28% on Necklace, Rings, Gauntlets and Armor = 112% + 30% from elixer = 142%.

30% potions can be improved to like 160% potions

I find potions and make them. I enchanted stuff to increase my alchemy and smithing cuz of the dual enchantment perk. I made a lot of potions for both enchanting and smithing. I have 100 smithing so my stuff is legendary. In the end my full dragonplate armor rating is over 1400. I used the heavy armor enchantment too plus the skilltree. I also have it so I can block prettymuch anything and my war axe is 230-290 damage. I'm so OP ;)

You can also enchant Dwarven body armor with the smithing boost too

get some iron armour and enchant that as well and you can have one hundred percent better but before you do that get alchemy enchantments on armour and make really strong potions

414 Damage and 850 Defense and 250+ health bonus making my health almost 900 :D magika is 260 stam 220 and base health is 580 I cannot die even on Master difficulty :3

But that isn't the highest either, can't you enchant armor for alchemy, and then make a better weapon, then bettter alchemy armor and so on....

can you upgrade a legendary armor piece even more if you make sure you have more bonuses, or do you have to make a new piece of armor and upgrade it again?

The Stringer Soul gem in the game is actually The Black Soul Gem there are only about 4 of them IN THE HOLE GAME.

@TheiNFactor no its not that u can do that tho its a potion of blacksmithing and enchanting u make the enchanting potion then u make better alchemy stuff until u want it and then you make a blacksmithing potion and enchant stuff with placksmithing stuff.

do u need a certain smithing lvl for this weapon ugrading to work as well or for at least the blacksmith potion to work?

My armour rating is 1945 with a shield and I'm not joking just upgrade the armor to max and then put a increases heavy\light armor skill on everything get every perk for the armor and there you go ps I use dragonscale

@TheiNFactor Using a glitch takes the fun out of the game, but abusing the stat enhancing gear to get a weapon that can one shot dragons on master is still fun?
