I assume you're aware but each planet type gives a bonus to specific type of building so the planet usually dictates what is best to build there. Also fleet repairs cost basically the same as a new fleet but marginally quicker.

Heh, you were told to settle people in the Boh system, so instead of a Civilian Outpost on the habitable planet, you built industry! ;-p Earlier, on the industrial planet you built research! So the planet before that when you built industry, it probably would have been better for something else. ;-)

But you got those Roh almost gone, so yay!
