The true English waltz is a turning dance. No idea what this is, but it's not an English waltz, which is a progressing dance.

I, m an 89 year old gentleman I learned to dance in 1946. The teacher should know better in ballroom dancing the gentleman always leads off the waltz or any ballroom dance with his left foot not his right, the only exception I can recollect is the Argentine tango where the lady leads & the man steps backwards. I mean no offense but as others say this is not an english waltz.
