Sonic The Hedgehog 3 is going to be heavy based on Sonic Adventure 2. So it is safe to assume that most of the characters that were in SA2 would definitely be in the film.
Team Hero: Sonic, Tails, Knuckles and Amy. Team Dark: Shadow, Rouge and Dr. Eggman.
Other Characters: Maria, Gerald Robotnik and G.U.N.

I doubt many new characters will be in Sonic 3 but what im hoping for is Amy, Shadow and Maria minimum and I really hope there is a Metal Sonic or Silver tease at the end (sorta like what they did with Shadow at the end of Sonic 2)

It's been over twenty years. I really thought Cream would be a for Tails, Just like Amy was for Sonic. Cream looked like she could be Amy's Side kick in Sonic X. I will never forget when she kick the crap out of Emerl.

I find Metal actually highly likely out of all of these characters, and we know Shadow is going to be in the next one, from there the only ones I think have a chance of appearing are Amy and Cream
