They removed K9999 in the series and then Nameless he wasn't canon in the series so the last idea was put the best of each other and bring this Character for us, K9999 and Nameless into one

This must be the guy that replaces both K9999 and Nameless. K9999 was rejected for being a Akira knock-off and Nameless was rejected because he had no purpose in the King of Fighters storyline. They have decided to mash-up K9999 and Nameless to mash-up to make Krohnen while censoring the Akira references.
