To be fair, the role of the Frumentarii is that of spies, diplomats, scouts, and all of the other asymmetrical aspects of how the Legion wages war. The Frumentarii allow the Legion to pick their battles - in war, if you ain't cheating, you ain't trying. Therefore, I'd argue it's more morally wrong to NOT have the Frumentarii lie about their goals - immediate and long-term and advertise themselves as a malefactor than the current situation.
Even if you're the bad guy, you have to do things right, or else you'll end up as ground meat

This entire video is just wrong on so many things. They use firearms all the time, they treat certain tribes differently depending on their strategic value, they ally with the Boomers to gain air superiority, they try to make a deal with the Van Graffs to get energy weapons, they changed their tactics from attacking in waves by experience to fighting in mixed squads, they try to fix the artillery piece to counter the snipers, they use deception numerous times throughout the game instead of their traditional direct assaults. There's probably some smaller details I missed but the point is pretty clear, the Legion changed and adapted their tactics while the NCR stayed the same. Also if the Legion is evil because of their brutality then so is every person who plays New Vegas. We all gain some enjoyment out of brutality killing enemies for fun

The Legion is probably the best "evil" playthrough in gaming.
So many evil or renegade plays either have weak writing or don't make sense. Neither are true about The Legion

They are quite adaptable when fighting the NCR head on doesn’t work due to the fact that the NCR once they were overwhelmed, fell back and blew up an entire major mining city to stop them they changed tactics. They began relying far more on their frumentarii to sow chaos behind the NCR‘s lines they set up weapons deals with the van grafts to get more advanced weapons that their lacking industry cannot produce such as energy weapons they conquered more tribals and promoted more autonomy within lower end commanders meaning they’re not as reliant on the veteran legionaries for command as in if the NCR shoots them sure that’s a veteran legionary taken out, but it’s no longer going to cripple their command structure so they’re not going to be able to fall for the same tricks twice. They’ve set up a howitzer and are trying to find a way to get a firing pin so that they can bombard the enemy sniper positions preventing the NCR‘s advantage in snipers. They’ve completely cut off the NCR supply lines through the destruction of Nipton, and captured of Nelson and Cottonwood Cove and several raids in the south of the map, death claws the fiends, and super mutants have cut off the other major supply routes. They’ve infiltrated the NCR‘s ranks and are leaking information to their enemies they’ve already formed alliances with one of the major families on the strip who are planning to gas the strip, drawing any possible reinforcement the NCR would have away from the dam they have discovered tunnels to its heart which would allow their troops to get up close in personal massively hindering the NCR‘s advantage in firearms. Also common misconception the Legion does use firearms as much as possible, but due to the fact that they lack the industry to produce them and the spare parts to continue maintaining them on such a scale to equip every soldier with one they instead focus on equipping the more valuable soldiers and training them very well with their firearms while leaving the new recruits with melee weapons and other cheap easy to maintain weaponry until they prove their worth. It’s likely as the Legion gains more of an industrial base and ability to produce weapons on a large scale. They will, although still value melee combat do to the fact that it’s the wasteland and weapons break malfunction and are unreliable and melee weapons will always be a major part of fighting in this kind of world will gradually use more and more firearms as they become more available. Also, from what it seems, the Legion are quite adaptable, unlike the brotherhood of steel, and even the NCR who have become quite stagnant hence why the Legion has such an advantage over the NCR and also why the brotherhood is considered a dead end and slowly dying they have not adapted to changing circumstances, and they have been stagnant, watching as the Legion builds alliances in the Mojave and slowly encircles, the dam leaving the NCR with a noose slowly tightening around its neck, but yet unwilling to leave the slowly encircling rope around their neck

They actually do adapt. For example they learned how to make "bitter drink" medicine after conquering the Twin Mothers tribe that invented it

You can't just call any faction the bad guys. Every single faction has a goal and a reason for doing the things they do, it's up to your playable character to decide whether they agree or disagree with them. If you look deeper into who the legion actually are, and why they do what they do, you can start to understand them better.

Technically you can just be generally evil asf and still have your own ending. Evil and good is subjective. What you think is morally fucked up, might be something i see as heavenly.

I hate the authority Cèasar think he had over the player, the way he talk to the player and how they just try to take the platinum chip just to follow their orders, at least in my game they just dug their own grave XD

This sounds maybe crazy but ceasers legion is not a corrupt as it Sound. Thousends of Dialogs and even legion settlement where not military legion citizens live where cut because of time problems.
