This is like DA Price saying prosecutors do not prevent crimes. Yes they do. Prosecuting criminals deter other criminals from committing crimes of opportunity. We can see this at county borders when criminals will commit crimes on the San Francisco border while avoiding crossing the street to San Mateo County. Even criminals admit to this fact.

Cops investigating crimes and making arrests do prevent crimes.

Besides playing dumb, he’s also trying to argue that investigators solving crimes and locking people up doesn’t deter other people from committing crimes, let alone the fact that they lock up mostly repeat offenders that would continue to commit more crimes if not put away

Investigators absolutely contribute to lowering crime. Deterrence is almost completely based on the likelihood of being caught. Investigators clearing cases means the criminals are more likely to be caught.

It shouldn't take higher education to understand that if you take a guy who repeatedly breaks the law and you throw him in a cell for 10 years, he won't be committing new crimes for at least 10 years.
