how would you know when to assume constant or varible spacific heat?

For the last example provided, the the surrounding temperature (Tsurr) is used in the entropy generation equation, but arent we figuring out the entropy gen due to heat transfer into turbine, so shouldnt we use T turbine? or we are assuming Tsurr = T turbine?
